{"id":10960,"date":"2018-07-05T18:24:08","date_gmt":"2018-07-05T14:24:08","guid":{"rendered":"http:\/\/theanalyticon.com\/?p=10960"},"modified":"2018-08-05T18:28:48","modified_gmt":"2018-08-05T14:28:48","slug":"introduction-2","status":"publish","type":"post","link":"https:\/\/theanalyticon.com\/en\/%d0%bd%d0%be%d0%b2%d0%be%d1%81%d1%82%d0%b8-en\/introduction-2\/","title":{"rendered":"INTRODUCTION\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0"},"content":{"rendered":"<p>With the support of Open Society Foundations- Armenia, the &#8220;Public Agenda&#8221; NGO carried out work in three directions within the framework of the &#8220;Public Expertise of the Nation-Army Concept&#8221;<\/p>\n<ul>\n<li><em>Study of the political purposes of the concept, comparative analysis of the model of the Nation- army Concept or the Mass armies in other countries, as well as comparative analysis of their political prerequisites<\/em><\/li>\n<li><em>expert analysis of the concept<\/em><\/li>\n<li><em>Study of attitude towards the concept in a particular target group, among students;<\/em><\/li>\n<\/ul>\n<p>The materials in this handbook are included in this same sequence as the three stages of the work carried out.<!--more--><\/p>\n<p><strong>The first direction of the study <\/strong>was aimed at publicly interpreting the concept and\u00a0 describing \u00a0the long-term domestic political goals. In order to eliminate the &#8220;pan-national&#8221; smokescreen of these goals and to decipher the real aspirations of the government, we have tried to analyze a number of issues related to the concept. In particular, why does the government fetishize the\u00a0 military\u00a0 component of security, at the expense of political-diplomatic aspect, which are\u00a0 the\u00a0 challenges\u00a0 that\u00a0 threaten\u00a0 our country&#8217;s security and whether they are taken<\/p>\n<p>into account in the proposed concept, whether the unprecedented growth of the police force and the trend toward the creation of a police state are part of the concept, whether military-patriotic propaganda campaign would lead to militarization of public opinion, whether the role of education and science will be diminished, and so on.<\/p>\n<p>The concept of nation-army in other countries or models of mass army, as well as their political preconditions, have also become a subject of study within the scope of the first direction. Particular attention was paid to the experience of Israel and Switzerland.<\/p>\n<h5>For this segment of our study we have used international organizations&#8217; reports on Armenia, Israel and Switzerland, social media publications, as well as economic and other indicators.<\/h5>\n<p><strong>Within the framework of the second direction, <\/strong>expert\u00a0 analysis\u00a0 of\u00a0 the\u00a0 \u201cNation-army\u201d\u00a0\u00a0 concept has been implemented with\u00a0 the\u00a0 participation\u00a0 of\u00a0 15 experts. The choice of experts was based\u00a0 on their standing in the society, professionalism and unequivocal\u00a0 interest\u00a0 in\u00a0 the\u00a0 topic\u00a0 discussed.\u00a0 \u00a0The<\/p>\n<p>study was conducted by using the Delphi method,<\/p>\n<p>in three stages. Experts have had the opportunity to <strong>3\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong><\/p>\n<p>get acquainted with each other\u2019s opinions in the first<\/p>\n<p>&nbsp;<\/p>\n<p>two stages. Sociologist Lusine Karamyan analyzed the results of the expert survey.<\/p>\n<p><strong>Within the framework of the third direction, <\/strong>the perceptions of the &#8220;Nation-army&#8221; concept among students were studied using the method of focus groups with qualitative interviews. The research objectives were:<\/p>\n<ul>\n<li>to analyze the concept within the framework of the issues identified by the program,<\/li>\n<li>to identify the concerns of the target group,<\/li>\n<li>to voice proposals for a possible reform of the concept that would serve the public<\/li>\n<\/ul>\n<p>There were ten Focus Groups with students from ten of Armenia&#8217;s higher education institutions. Focus groups research was conducted in collaboration with Spring PR company.<\/p>\n<p>The handbook presents a\u00a0 summary\u00a0 of\u00a0 the three directions of study, which essentially should be viewed in their entirety. During the project implementation, studies in three directions have &#8220;fed\u201d each other, so the reader may encounter reciprocal references in this manual.
